Frolov was born on February 6, 1962 in Voroshilovgrad region, in 1983 graduated from the Higher School of Air Defense Radioelectronics in Zhitomir, in 1994 from the Air Defense Academy and in 2002 from the Academy of the General Staff of the Russian Armed Forces.
He held command and HQ posts in missile defense and space control forces. In 2007 he was appointed head of the Mozhaisky Military Space Academy and in 2009 the chief of the Main Department of Armaments of the Russian Armed Forces. In August 2010 he started working for Rosoboronpostavka.
Earlier reports said that as first deputy had of Roscosmos Frolov would oversee a wide range of matters such as the implementation of the Federal Space Program for 2006-2015 and the entire program of human flights.
