Putin: Moscow enlargement not someone's whims but vital necessity

It is impossible to resolve the growing problems of Moscow without expansion, said Russian President Vladimir Putin.

"This project is prompted by the vital necessity, these are not someone's whims, nor some PR stunt," the president said at a meeting on Moscow enlargement.

"The city is gasping for air, the problems are social. Efficiently addressing problems facing a megalopolis such as Moscow within these areas is getting impossible," Putin said.
