"Russia will not accept such language of sanctions and threats, but, in the event of their implementation in practice they will not be left without a response," the Russian Foreign Ministry said in a commentary posted on its website.
"At this delicate moment when the international community is doing all it can to find a solution to the Ukrainian crisis, the EU has taken an extremely unconstructive stance by refusing to cooperate with Russia in areas important for our countries' citizens and business circles, including visa liberalization and the signing of a new basic agreement," the statement said.
"An enormous amount of joint work has been done in these areas, and substantial progress achieved on contentious issues. However, if officials in Brussels believe that Russia needs to successfully complete this work more than the EU does, they are wrong," the ministry said.
