"According to our observers, there is not one house left intact in Debaltsevo, people are without heat and power supplies and no possibility to buy food and drinking water," she said, according to the Donetsk news agency.
The sounds of artillery from both sides are still audible in the Debaltsevo area, the OSCE spokersperson said.
"Yesterday our staff were able to visit the city. Today we canceled our trip there because the DNR (Donetsk People's Republic) defense ministry said it is unsafe for our observers," she said.
