"As it is known, before this noon Damascus time all warring parties in Syria were to confirm their adherence to a ceasefire to us or American partners. This information is already coming to us," Putin said at the Russian Security Service collegium meeting.
He said that it was necessary to provide conditions for the soonest cessation of bloodshed, "and then, for the start of a full-fledged intra-Syrian dialogue involving all constructive political forces."
