"There should be no emotional activity in close proximity to the DPRK, they should not be provoked," he said at the Shangri-La Dialogue, an international security conference in the Asia-Pacific Region.
"The situation could only get worse," he said.
At the same time, Russia "cannot accept the DPRK's missile-nuclear ambitions," he said. "We fully support all UN Security Council resolutions on this issue," he said.
"Russia will be doing all it can for Pyongyang to become a party to the NPT [Non-Proliferation Treaty], a state without nuclear weapons," he said.
"The six-party negotiating format is not working," he said.
"Continuing the positive pressure on the DPRK government over non-proliferation and nuclear program remains our only option," he said.
