"Yesterday I talked with a Spaniard, who has been dispatched to our country, and perhaps we will appoint him to head the laboratory," Mutko said on the Match-TV television channel on June 25.
The Russian Anti-Doping Agency and the Moscow anti-doping laboratory are not operating at the moment, and, since January 2016, Russian athletes have been tested for doping by UK Anti-Doping (UKAD), to which Russia pays 32,000 pounds monthly, he said.
"They have taken 3,500 test samples over this time, and only four of them have tested positive," Mutko said.
